Context: Union Minister of Commerce and Industry Shri Piyush Goyal felicitated the winners of the LEAPS 2025 (Logistics Excellence, Advancement and Performance Shield) awards and released the LEADS 2025 report in New Delhi.

Logistics Ease Across Different States (LEADS) Report 2025

The Ministry of Commerce and Industry (Piyush Goyal) has released the 7th edition of the LEADS (Logistics Ease Across Different States) - 2025 report, prepared by the Department for Promotion of Industry and Internal Trade (DPIIT). Inspired by the World Bank's Logistics Performance Index (LPI) in 2018, this report acts as a key benchmark to enhance logistics efficiency across the country.
Key Features:
  • Enhanced Methodology: Measurable and objective indicators are given a weightage of approximately 59% to make the assessment more robust.
  • Four-Tier Classification System: LEADS 2025 has transitioned from its previous 3-tier system to a 4-tier performance framework (Achievers, Fast Movers, Achievers, and Aspirers)
  • Aligned with the PM GatiShakti National Master Plan and National Logistics Policy.

Core Objectives: 

  • Benchmarking Performance: Evaluating States and UTs to identify gaps and prioritize logistics interventions.

  • Cost Reduction: Supporting the national mission to reduce logistics costs and enhance global competitiveness.

  • Competitive Federalism: Encouraging states to improve infrastructure and regulatory environments through healthy competition.
