Panchayat Advancement Index (PAI) 2.0

News:-

  • The Ministry of Panchayati Raj, Government of India, released the Panchayat Advancement Index (PAI) 2.0 report for the financial year 2023-24 on the occasion of National Panchayati Raj Day on April 24, 2026.

Key Points:-

  • PAI is India's first nationwide framework launched by the Ministry of Panchayati Raj that measures the progress of rural local government institutions [Gram Panchayats (GPs)/Traditional Local Bodies (TLBs)] using objective and verifiable indicators
  • Evaluation of each of the over 2.5 lakh Gram Panchayats across the country based on 150 indicators and 230 data points covering nine thematic areas under the Localization of Sustainable Development Goals (LSDGs)-

  • Classification of Gram Panchayats into five performance categories based on their overall PAI score
     ◦ Achiever (A+: 90 and above)
    ◦ Front Runner (A: 75 to less than 90)
    ◦ Performer (B: 60 to less than 75)
    ◦ Aspirant (C: 40 to less than 60)
    Beginner (D: less than 40)
  • Evaluation of 2,59,867 Gram Panchayats from 33 States and Union Territories (97.30% of the total Gram Panchayats from 33 States and Union Territories).
    27 out of 28 states (excluding West Bengal) and 6 out of  8 union territories (excluding Delhi and Chandigarh) participated. 
  • Performance of participating Gram Panchayats:
    ◦ Tripura has the highest number of Gram Panchayats (943) in the Front Runner (A) category based on overall PAI score.
    ◦ The best Gram Panchayat in the country based on overall PAI score is Jugal Kishorenagar, Block-Jampuijala, District-Sepahijala, Tripura (88.44).

Rajasthan's Performance:-

  • Top three Gram Panchayats in Rajasthan based on PAI score:
    ◦ Karola (Block-Sanchore, District-Jalore) - 77.89
    ◦ Kanti (Block-Kotri, District-Bhilwara) - 76.99
    ◦ Tapu (Block-Osiyan, District-Jodhpur) - 76.56

  • Last three Gram Panchayats in Rajasthan based on PAI score:
    ◦ Narsinghpura (Block-Kharchi, District-Pali) - 14.07
    ◦ Harnawa (Block-Parbatsar, District-Didwana-Kuchaman) - 28.22
    ◦ Gairai (Block-Karauli, District-Karauli) - 29.82
  • Based on overall PAI score, only 8 Gram Panchayats in Rajasthan are included in the Front Runner (A) category.
    ◦ Performer (B)- 5437
    ◦ Aspirant (C)- 5389
    ◦ Beginner (D)- 203
