Reforming Business Environment & Digital Clearances
1) National Single Window System (NSWS)-
- Serves as a digital single-window platform guiding businesses to identify, apply for, and track approvals based on customized business needs.
- Integrates regulatory clearances across 32 Central Ministries/Departments and 34 States/UTs.
- Provides access to over 686 central and 7,498 state approvals, having granted more than 8.29 lakh clearances since its 2021 launch.
2) Startup India Initiative (2016)-
- Designed to build an innovation-driven ecosystem and provide tax exemptions, patent fast-tracking, and seed funding support.
- DPIIT-recognized startups expanded dramatically from 502 in 2016 to over 2.47 lakh as of August 12, 2026.
3) SPICe+ Web Form (Simplified Proforma for Incorporating Company Electronically Plus)-
- Single-window integrated web form saving time and incorporation costs for new corporate entities.
- Integrates 11 distinct services from 3 Central Ministries (MCA, Ministry of Finance, and Ministry of Labour & Employment).
- Executes 10 essential procedures simultaneously- Name Reservation, Company Incorporation, DIN Allotment, PAN Issuance, TAN Issuance, EPFO Registration, ESIC Registration, Profession Tax Registration, Bank Account Opening, GSTIN Allotment, and Delhi Shops & Establishment Registration.
4) AI-Driven MCA21 Version 3 (V3)-
- Advanced technology platform managing end-to-end registry, compliance filings, and corporate governance for Companies and LLPs.
- Processed 3.84 crore filings between 2021 and 2025, with 3.33 crore approvals granted via Straight Through Process (STP) without manual intervention.
5) Business Reform Action Plan (BRAP)-
- Dynamic ranking framework launched in 2015 to drive competitive federalism across States and UTs.
- Standardizes state-level reforms across single-window systems, land administration, labor inspections, environmental clearances, and commercial dispute resolution.
Unlocking Formal Finance & Credit Infrastructure
1) Pradhan Mantri MUDRA Yojana (PMMY)-
- Provides collateral-free micro-credit up to ₹20 lakh across Shishu, Kishore, and Tarun categories to support non-corporate, non-farm income-generating units.
- Sanctioned ₹40.07 lakh crore across 57.79 crore loans since its inception in 2015 (as of March 27, 2026).
2) Credit Guarantee Scheme for MSEs (CGTMSE)-
- Enables Micro and Small Enterprises to access institutional loans without collateral security or third-party guarantees.
- Supports credit facilities up to ₹10 crore, having approved cumulative credit coverage worth ₹13.67 lakh crore across 1.41 crore guarantees as of March 2026.
3) Public Sector Banks' Credit Assessment Model (CAM)-
- Automated digital lending engine launched by PSBs in 2025 using verified digital data (GST, bank statements, ITR) instead of traditional collateral balance sheets.
- anctioned over 3.96 lakh MSME loan applications valued at ₹52,300+ crore between April and December 2025.
4) Trade Receivables Discounting System (TReDS)-
- Electronic auction platform regulated by RBI enabling MSMEs to discount trade receivables and invoices against corporate buyers and PSUs through multiple financiers.
- Invoice discounting volume expanded from ₹40,000 crore in 2021–22 to ₹3.47 lakh crore in 2025–26.
- Supported by credit guarantees on invoice discounting and mandatory onboarding of Central Public Sector Enterprises (CPSEs).
5) Udyam Registration Portal-
- Free, paperless, and self-declaration-based single-window portal providing formal MSME status.
- Scaled significantly from 0.10 lakh registrations in October 2020 to over 9.27 lakh registered enterprises by August 13, 2026.

Transition to Trust-Based Governance & Decriminalization
1) Jan Vishwas (Amendment of Provisions) Act, 2026-
- Flagship legislative overhaul shifting governance from punitive coercion to trust-based administrative compliance.
- Decriminalizes 717 provisions and amends 784 provisions across 79 Central Acts, covering 23 Ministries/Departments.
- Replaces criminal prosecution and jail terms for minor technical defaults with a graded civil penalty framework.
2) Regulatory Compliance Burden Reduction-
- Systematic deregulation drive to eliminate procedural friction and lower operating overheads.
- Reduced more than 47,000 compliances across Central and State jurisdictions as of November 2025.
- Breakdown- 22,287 compliances digitised, 16,108 simplified, 4,458 decriminalised, and 4,270 redundant rules repealed.
3) GST 2.0 Structural Rate Rationalization-
- Replaced fragmented state-level indirect taxes with a unified national market taxation system.
- 2025 reforms moved toward a simplified two-rate GST structure, lowering dispute frequency and compliance costs.
- Active taxpayer base expanded from ~60 lakh in 2017 to over 1.68 crore by July 31, 2026, reflecting deep formalization.
4) Faceless Assessment & Appeals Scheme-
- Eliminates physical interaction between taxpayers and tax authorities using automated, algorithmic case selection and dynamic jurisdictional allocation.
- Operates via a Centralized National Cell, ensuring objective, consistent, and corruption-free tax dispute adjudication.
5) Elimination of Administrative Discretion- Standardized digital workflows and online audit trails remove bureaucratic bottlenecks, enhancing legal certainty for investors.
Domestic Market Expansion & Multi-Modal Infrastructure
- Government e-Marketplace (GeM)-
- Unified public procurement portal providing end-to-end digital, paperless, and contactless public buying.
- Connects 1.37 lakh government buyer organisations with nearly 25 lakh sellers/service providers, facilitating cumulative procurement of over ₹20 lakh crore.
- Executed more than 75 lakh orders in FY 2025–26 alone, opening public procurement to MSMEs, startups, and women entrepreneurs.
- PM GatiShakti National Master Plan (2021)-
- GIS-based unified digital platform for integrated multi-modal infrastructure planning and logistics synchronization.
- Integrates 58 Central Ministries/Departments and 36 States/UTs with 3,291 spatial data layers.
- Network Planning Group (NPG) evaluated 352 mega projects worth ₹16.10 lakh crore, with 201 sanctioned and 167 under active implementation (as of Feb 2026).
- Open Network for Digital Commerce (ONDC)-
- Open, unbundled digital network democratizing e-commerce by breaking platform-centric monopolies.
- Onboarded over 7.64 lakh sellers across 616+ cities, enabling local kirana stores and artisans to access national consumer markets.
- Logistics Efficiency & Cost Rationalization- Integrated spatial planning under GatiShakti reduces supply chain transit times, cut port turnaround delays, and lowers logistics costs as a percentage of GDP.

Global Business Footprint & Digital Trade Facilitation
- Export Promotion Mission (2025)-
- Coordinated umbrella framework integrating financial enablers, trade credit, overseas warehousing, and quality compliance support.
- Targeted emphasis on MSMEs, first-time exporters, labor-intensive sectors, and non-coastal, low-export-intensity districts.
- Trade Connect e-Platform-

- E-Commerce Export Hubs (ECEH)-
- Setting up specialized logistics hubs providing integrated customs clearance, cross-border returns handling, and testing facilities for small exporters.
- Non-Tariff Barrier Mitigation- Facilitates international standards certification and mutual recognition agreements to help Indian MSMEs penetrate developed markets.
