Institutional Framework of the NM-ICPS Mission
- Mission Mandate & Outlay- Approved by the Union Cabinet in 2018 with a ₹3,660 crore budgetary allocation for a 9-year implementation timeline under DST.
- Quadruple-Helix Collaboration- Serves as a national platform uniting academia, industry, Central/State governments, and international partner institutions.
- 25 Technology Innovation Hubs (TIHs)- Established 25 dedicated TIHs registered as Section 8 non-profit companies hosted across premier institutions (IITs, IISc).
- Four Core Activity Verticals- TIHs operate across- (1) Technology Development, (2) HRD and Skill Development, (3) Innovation, Entrepreneurship & Start-up Development, and (4) International Collaborations.

Technology Translation Research Parks (TTRPs)
- The Translation Imperative- Launched in 2025 by upgrading four high-performing TIHs into dedicated Technology Translation Research Parks to bridge the "lab-to-market" deployment gap.
- TTRP at IIT Kanpur (Cybersecurity Focus)- Anchored by the IHUB NTIHAC Foundation (C3iHub) to build defensive architectures for critical digital and physical infrastructure.
- TTRP at IISc Bengaluru (Robotics & AI Systems)- Hosted by the I-Hub for Robotics and Autonomous Systems Innovation Foundation for autonomous machines and mobility platforms.
- TTRP at IIT (ISM) Dhanbad (Mining Technologies)- Run by the Technology Innovation in Exploration and Mining Foundation (TEXMiN), covering end-to-end solutions from robotic exploration to mineral beneficiation.
- TTRP at IIT Indore (Digital Healthcare)- Spearheaded by the IITI Drishti CPS Foundation to develop bio-medical devices, simulations, and connected healthcare infrastructure.

- Technologies & Intellectual Property- Supported the development of 1,146 indigenous technologies(patents, licensing, and IP assets) and delivered 1,329 market-ready technology products.
- Startups & Deep-Tech Incubation- Successfully incubated 1,136 startups and institutional spin-offs, generating 24,958 direct high-skilled jobs across the tech ecosystem.
- CHANAKYA Fellowship Scheme- Awarded 5,824 fellowships under the Comprehensive and Holistic Advancement of National Knowledge Yield and Analytics initiative across UG, PG, PhD, and Postdoc researchers.
- Mass Skill Development- Imparted specialized technical skilling and executive certification to over 2.46 lakh professionals and students in CPS domains.

Sovereign AI Integration- The BharatGen Initiative
- Multimodal Sovereign AI Layer- Supported under NM-ICPS and led by IIT Bombay (with an academic consortium) to build generative AI tailored natively to Indian languages and cultural contexts.
- Param-2 Foundation Model- A 17-billion-parameter foundation model natively supporting all 22 Scheduled Indian languages across text, vision, and speech.
- Speech & Document Processing Engines- Developed the Shrutam (speech-to-text) and Sooktam(text-to-speech) models in 12 languages, alongside Patram (DocBodh framework) for processing complex Indian documents.
- Domain-Specific AI Models- Built specialized vernacular LLMs including Agri Param (precision agriculture), Ayur Param (Ayurvedic health systems), and Legal Param (Indian legal framework).
- Human-Machine Interface for CPS- Integrates sovereign AI with connected physical hardware to allow citizens to interact with machines using vernacular voice and text.
- Data Sovereignty & Security- Ensures local processing of sensitive citizen data on domestic servers, mitigating privacy risks from foreign cloud-based AI providers.
Sectoral Deployments & Ground-Level Impact
- Healthcare & Digital Twins- IIT Indore’s Drishti CPS Foundation developed CharakDT, a virtual digital twin of the human body (simulating lungs, eyes, and heart) for non-invasive treatment simulation.
- Agriculture & Precision IoT- IIT Bombay developed the Agri-IoT Farm Management System to deliver real-time soil moisture, micro-climate, and fertigation intelligence to farmers.
- Mining & Hazardous Surveillance- IIT (ISM) Dhanbad’s TEXMiN hub developed industrial surveillance drones capable of transmitting telemetry up to 50 km for remote mine monitoring.
- Advanced Telecom (ORAN 5G)- IIIT Bengaluru engineered the indigenous 5G-Advanced ORAN Massive MIMO Radio Unit (32TR RU) to provide low-cost rural connectivity.
- Cybersecurity Operations- IIT Kanpur’s C3iHub operationalized an IT-OT Security Operations Centrefor power grids/plants and built specialized Crypto-Forensic Tools for law enforcement.
- Autonomous Mobility & Road Safety- IIT Hyderabad’s TiHAN built India’s first autonomous navigation testbed, while IISc Bengaluru deployed the iRASTE AI-driver safety alert system (piloted in Nagpur).
