2. Architectural Pillars of the Roadmap to 2030-

1.Political and Diplomatic Engagement

  • Foreign Ministers Dialogue- Established a regular, formalized Foreign Ministers Dialogue alongside annual senior officials' meetings (Secretary-level) to review the progress of the Roadmap.
  • Legislative Ties- Encouraged direct engagement between Parliaments utilizing the newly formed Parliamentary Friendship Group for New Zealand within the Indian Parliament.

2. Defence and Security Cooperation

  • Maritime Security Alignments- Concluded three foundational agreements to promote a free and open Indo-Pacific-
  • Memorandum of Arrangement on Maritime Cooperation.
  • Implementing Arrangement concerning Hydrography and Nautical Cartography.
  • Mutual Logistics Support Arrangement focused specifically on the maritime domain.
  • Indo-Pacific Oceans Initiative (IPOI)- New Zealand nominated Maritime Security as its priority pillar under India's IPOI initiative. An Annual Maritime Security Dialogue will be introduced.
  • Multilateral Naval Synergy- Recognized operational cooperation under Combined Task Force 150 (CTF-150) in the Middle East and Western Indian Ocean, where New Zealand served as Commander and India as Deputy Commander to counter narcotics smuggling and maritime terrorism.
  • Counter-Terrorism & Law Enforcement- Signed a Memorandum of Arrangement establishing a Joint Working Group (JWG) on Counter-Terrorism. Both sides agreed to accelerate the formalization of arrangements for counter-narcotics cooperation and direct collaboration between the National Investigation Agency (NIA) of India and the New Zealand Police.

3.Trade and Economic Cooperation

  • Bilateral Trade Target- Set an aspirational goal of doubling two-way bilateral trade in goods and services to NZ$7 billion (approximately ₹35,000 crore) by 2030.
  • Free Trade Agreement (FTA)- Concluded and signed a balanced, comprehensive India-New Zealand Free Trade Agreement (FTA), outlining its path for early implementation to support investment flows into India.
  • Agricultural Productivity Partnership- Leveraged New Zealand’s expertise to implement Action Plans under the FTA to boost productivity in kiwifruit, apples, and honey. New Zealand will support the setup Centres of Excellence in Kiwifruit in India.
  • Primary Sectors & Customs Facilitation- Signed a Memorandum of Cooperation on Animal Husbandry and Dairying. Operationalized the Authorised Economic Operators Mutual Recognition Arrangement (AEO-MRA) to streamline customs processes for trusted trade.
  • Seafarer Competency Certificates- Ongoing dialogue between the Directorate General of Shipping (India) and Maritime New Zealand to recognize seafarer competency certificates, strengthening maritime workforce mobility.
  • 4.People, Culture, and Sport
  • Tourism & Civil Aviation- Signed a Memorandum of Arrangement on Tourism and updated the Air Services Agreement to encourage airlines to launch direct non-stop flights between the two nations.
  • Sporting Heritage- Commemorated "100 Years of Unity Through Sport" in 2026 by implementing the India-New Zealand Joint Action Plan on Sport covering high-performance training, sports science, and athlete medicine.
  • Cultural Projects- Initiated a Memorandum of Arrangement between India's National Maritime Heritage Complex (NMHC) at Lothal, Gujarat, and the New Zealand Maritime Museum.

5.Education, Climate Action, and Disaster Management

  • Student Mobility- Strengthened the 2025 Education Cooperation Arrangement to support institutional partnerships and double down on cross-border student mobility.
  • Disaster Management- Concluded a Memorandum of Cooperation between the National Disaster Management Authority (NDMA) of India and the National Emergency Management Agency (NEMA) of New Zealand, prioritizing earthquake resilience, tsunami preparedness, and coastal hazard mitigation.
  • Global Climate Alliances- New Zealand officially joined the Global Biofuels Alliance and pledged deeper cooperation across the India-led International Solar Alliance (ISA) and the Coalition for Disaster Resilient Infrastructure (CDRI).

6.Regional and Multilateral Cooperation

  • UN Reform- New Zealand explicitly reaffirmed its formal support for India’s permanent membership in a reformed and expanded United Nations Security Council (UNSC).
  • Nuclear Suppliers Group (NSG)- Reaffirmed the value of India joining the NSG to provide predictability for its clean energy goals.
  • International Law- Stressed adherence to UNCLOS 1982, freedom of overflight, and the peaceful resolution of territorial disputes.

3. Strategic Global Concerns Highlighted

  1. West Asian Choke Points- The leaders expressed deep concern over maritime friction in the Middle East, specifically demanding the full restoration of freedom of navigation and the global flow of commerce through the Strait of Hormuz.
  2. Vulnerability of Pacific Island Countries- Noted that disruptions to energy supply lines hit the Pacific Island states hardest, as elevated oil prices cause inflation across shipping, transportation, electricity generation, and local fisheries, straining their fiscal sustainability.
  3. Zero-Tolerance on Terror- Reiterated absolute condemnation of cross-border terrorism, explicitly naming the terrorist attacks in Pahalgam (April 2025) and New Delhi (November 2025), while calling for the disruption of online terror infrastructure and financing safe havens under the FATF framework.
