Read in:

1. Introduction to MANAS Architecture-

  1. The Platform- MANAS stands for Madak Padarth Nishedh Asoochna Kendra (National Narcotics Helpline).
  2. Institutional Lineage- Formulated under the aegis of the Narcotics Control Bureau (NCB), Ministry of Home Affairs (MHA), in strategic collaboration with the Digital India Corporation (DIC).
  3. Core Philosophy- Converges the structural vision of Digital India with the executive mission of creating a Nasha Mukt Bharat (Drug-Free India) by developing a secure, technology-driven citizen interface.

2. Key Functional Deliverables-

  1. Confidential Crime Intelligence Reporting- Citizens can anonymously log tips regarding drug trafficking, peddling, and illegal crop cultivation without risk of identity disclosure.
  2. De-addiction & Healthcare Linkage- Callers requiring professional therapy are seamlessly routed to the Ministry of Social Justice and Empowerment's dedicated helpline (14446).
  3. Digital Enforcement Workflows- Every submitted tip automatically triggers a digital ticket, utilizing workflow management software to rapidly disseminate intelligence to on-ground enforcement squads.
  4. Upcoming Inclusivity Upgrades- The platform is progressively integrating a Smart IVRS, AI conversational chatbots, and multilingual support to widen access across regional boundaries.

3. Structural Data- The Magnitude of Substance Abuse in India

  1. Alcohol Abuse- Approximately 16 crore citizens consume alcohol, with over 5.7 crore individuals classified as severely affected.
  2. Cannabis & Sedatives- 3.1 crore individuals consume cannabis products, while roughly 1.18 crore utilize non-prescribed sedatives.
  3. The Opioid Crisis- Opioid usage stands at 2.26 crore people. Out of these, nearly 2.8 crore exhibit chemical dependencies across broader narcotic categories, including 28 lakh individuals who require immediate, high-tier clinical intervention.

4. Data Analytics & Enforcement Impact Metrics

  • Since its rollout, MANAS has registered expanding public interaction and built deep intelligence channels for drug law enforcement-
  1. Public Outreach- Over 9.94 lakh connection attempts have been registered on the network since inception.
  2. Intelligence Pipeline- The portal has processed 2,65,673 digital inputs as of June 2026, distilling them into over 16,200 actionable drug trafficking intelligence inputs for law enforcement.
  3. Digital Adaption- More than 7,330 submissions were handled natively via digital web, email, and UMANG application vectors.
  4. Clinical Assistance- Over 47,500 connections were successfully established with professional counseling services, and 32,900+ citizens received targeted interventions for active substance abuse concerns.
  5. Rehabilitation Care- The network has addressed and processed 12,800+ standalone requests for rehabilitation.

5. Federal Integration & Security Synergy

  • MANAS serves as a working model of Digital Public Infrastructure (DPI) applied to homeland security and public safety by enabling real-time, multi-level information sharing-
  1. Vertical Integration- The platform links incoming citizen intelligence directly with 30 NCB Zonal Unitsand 36 specialized State and Union Territory Anti-Narcotics Task Forces (ANTFs).
  2. Big Data Capabilities- Because inputs are natively ingested via a secure digital rail, law enforcement agencies can track regional trends, detect trafficking hot-spots, and execute predictive, data-driven security operations.
  3. Youth Engagement Core- Partners with the MyGov platform to organize digital anti-drug awareness drives, quizzes, and content contests to build community resistance among youth and teenagers.
