NeSDA — National e-Governance Service Delivery Assessment (UPSC-RAS)

NeSDA Framework -

  • Objective: Its primary goal is to measure the depth and effectiveness of existing e-Governance service delivery mechanisms from the citizen's perspective.

Key Features of the NeSDA 2025 Cycle -

1. Sectors: It covers Government-to-Citizen (G2C) and Government-to-Business (G2B) services across key sectors such as Finance, Labour & Employment, Education, Local Governance & Utility Services, Social Welfare, Environment, Tourism, and Public Grievance.

2. Service Coverage: The assessment will cover 59 mandatory services for every State and Union Territory, and 43 services covering Central Ministries and Departments.

Assessment Parameters: 

  • The framework evaluates digital governance based on multiple parameters, including:
  1. Accessibility and Content Availability.
  2. Ease of Use.
  3. Information Security and Privacy.
  4. End Service Delivery and Integrated Service Delivery.
  5. Status and Request Tracking.
  6. Open Government Data (OGD).
  7. E-Participation.
  8. Leveraging Emerging Technologies.

Significance for Governance 

  • Benchmarking Tool: NeSDA serves as an important benchmarking exercise to improve online service delivery across the country.
  • Promoting Best Practices: It encourages the sharing and adoption of best practices among States, UTs, and Central Ministries.
