- Nodal Ministry- Ministry of Statistics and Programme Implementation (MoSPI)
- Technical Infrastructure Partner- National Informatics Centre (NIC)

Core Mandate
- System Replacement- Replaced the legacy OCMS-2006 (Online Computerized Monitoring System) to eliminate delays, cost overruns, and reporting gaps in major national infrastructure assets.
- Monitored Scope- Tracks ongoing Central Sector infrastructure projects with an individual capital outlay costing ₹150 crore or more.
- Central Repository Integration (PAIMANA-CRIP)- On July 8, 2026, MoSPI launched the PAIMANA-CRIP module, replacing DPIIT’s Integrated Project Monitoring Portal (IPMP). It acts as a single Central Repository feeding real-time project data to review portals like PRAGATI (Pro-Active Governance and Timely Implementation) and the Project Monitoring Group (PMG).
Architectural Workflow & API-Driven Governance
- Data Integration Methods- Information is updated regularly by over 20+ Ministries, Departments, and Implementing Agencies via direct data entry or automated API (Application Programming Interface)integration.
- Automation Scale- Over 60% of all monitored projects update automatically in real time via direct API connections linked to internal Ministry MIS platforms.
- Cross-Portal Interoperability- Operates in sync with DPIIT’s India Industrial Land Bank (IIG) and IPMPportals to ensure a single cross-sector view of physical progress.
Performance Monitoring Dashboard & 165 Indicators
- MoSPI expanded the portal with a specialized Performance Monitoring Dashboardcovering 165 standardized indicators (54 added in recent expansions) across 6 core sub-sectors-
A. Framework Knowledge Partners & Alignment
- NIPFP Collaboration- Built on an indicator framework designed in consultation with the National Institute of Public Finance and Policy (NIPFP).
- DEA Harmonized Master List- Aligns directly with the Department of Economic Affairs' (DEA) Harmonized Master List (HML) of Infrastructure (2022).
- Index Non-Overlap- Streamlined to avoid duplicate calculations against classical macroeconomic indices like the Index of Industrial Production (IIP) and Eight Core Industries.
The Revamped Multi-Dimensional Monitoring Approach-
- The platform marks a structural shift from simply measuring physical production/outputs to evaluating multi-dimensional performance across 5 Core Dimensions of Governance-
|
Performance Dimension |
Core Analytical Objective |
|
1. Access |
Measures how broadly and geographically available infrastructure assets are to citizens. |
|
2. Quality |
Evaluates the operational usefulness, structural safety, and reliability of the infrastructure. |
|
3. Fiscal Cost & Revenue |
Assesses financial resource allocation efficiency, cost overruns, and revenue returns. |
|
4. Utilization |
Evaluates how efficiently capacity is utilized relative to its defined design capacity. |
|
5. Affordability |
Determines whether the services generated are economically accessible to the populace. |
Macro Snapshot of Ongoing Central Projects
- Total Project Outlay- Monitors 1,847 ongoing Central Sector projects carrying a combined revised cost of ₹40.54 lakh crore across 17 Ministries.
- Cumulative Expenditure- Realized spending reached ₹21.97 lakh crore (~54.18% of total revised costs), indicating steady financial execution.
- Project Scale Categorization-
a.) Mega Projects (≥ ₹1,000 Crore)- 769 projects worth ₹30.51 lakh crore.
b.) Major Projects (₹150 Crore to ₹1,000 Crore)- 1,078 projects worth ₹5.10 lakh crore. - Physical Progress Thresholds- Approximately 709 projects (~39%) have crossed 80% physical completion, while 337 projects (~19%) have passed 80% financial completion.
Strategic Significance
- Controlling Time & Cost Overruns- Real-time flash reports and bottleneck tracking prevent fiscal leakages and compounding interest delays on high-value public capital.
- Evidence-Based Policymaking- Moves administrative reviews from manual post-facto appraisals to predictive, data-driven analytics.
- Viksit Bharat@2047 Pillar- Serves as the primary operational dashboard ensuring that long-term connectivity, energy, and urban infrastructure targets remain on track for Viksit Bharat@2047.
