Macro Context & Irrigation Realities in India

  1. Agricultural Water Consumption- Over 80% of India’s available freshwater resources are utilized exclusively for agricultural irrigation.
  2. Irrigation Coverage Gap- Despite vast agricultural production, only about 50% of India's net sown areahas access to assured irrigation facilities, leaving the rest dependent on erratic monsoon rainfall.
  3. National Priority for Water-Use Efficiency- Given rising groundwater depletion and climate extremes, precision water management through micro-irrigation has become a critical pillar of sustainable agriculture.
  4. Centrally Sponsored Architecture- PDMC operates as a Centrally Sponsored Scheme where capital subsidies are disbursed via Direct Benefit Transfer (DBT) directly into farmers' verified bank accounts.
  5. Budgetary Outlay- Central assistance of ₹8,123.24 crore has been released over the last three years. In FY 2025–26 alone, out of ₹8,957.72 crore sanctioned for PM-RKVY, ₹3,226.36 crore was dedicated specifically to PDMC.

Evolution & Policy Restructuring Timeline

  1.           Restructured PM-RKVY (October 2024)- Integrates 9 existing agricultural schemes (PDMC, mechanization, soil health, crop diversification, agri-startups) into a single unified umbrella to address emerging challenges like climate resilience and crop productivity.
  2. State Flexibility Mandate- The restructured framework empowers State Governments with full flexibility to re-allocate funds dynamically between components based on localized agrarian and agro-climatic requirements.

Financial Assistance & Operational Norms

  1. Beneficiary Land Ceiling- Financial assistance for micro-irrigation hardware installation is capped at a maximum of up to 5 hectares per individual beneficiary.
  2. Graded Subsidy Structure-
  1. Small & Marginal Farmers- Receive 55% financial assistance.
  2. Other / Large Farmers- Receive 45% financial assistance.
  3. State Top-Ups- States frequently provide additional top-up subsidies from their state budgets.
  1. Re-Assistance Cycle- Beneficiary farmers are eligible to receive government financial assistance again for the same piece of land after a cooling-off period of 7 years.
  2. Removal of Water Conservation Caps- Earlier funding caps for on-farm water storage/conservation (such as construction of diggis / farm ponds under "Other Interventions" previously capped at 20% for general states and 40% for Himalayan/NE states) have been completely eliminated, giving states full flexibility to exceed limits based on local needs.

Classification of Micro-Irrigation Systems Supported                       

A. Drip Irrigation Systems

  1. Mechanism- Delivers water and water-soluble nutrients slowly and directly to the plant root zone through small emitters fitted along lateral tubing, eliminating evaporation and deep percolation losses.
  2. On-Line Drip Systems- Drippers/emitters are installed externally along the pipe where plants are situated; suitable for unevenly spaced and wide-spaced horticultural tree crops.
  3. In-Line Drip Systems- Emitters are pre-manufactured inside the tubing at uniform fixed intervals; suitable for closely spaced row crops.

B. Sprinkler Irrigation Systems

  1. Mechanism- Discharges water under pressure into the air through nozzles to simulate natural rainfall; ideal for close-growing crops and high plant densities.
  2. Portable Sprinklers- Main and sub-main pipes can be manually shifted across fields; adaptable to both plains and undulating terrains.
  3. Micro-Sprinklers- Low-radius spray heads primarily used for leafy vegetables, seedling hardening, nurseries, and modifying local micro-climates.
  4. Mini-Sprinklers- Medium-radius systems used for close-growing field crops (groundnut, potato, onion, ginger, fodder) and frost mitigation.
  5. Semi-Permanent Sprinklers- Mainlines are permanently buried underground with movable riser nozzles.
  6. Large Volume Sprinklers (Rain-Guns)- High-pressure guns with discharge rates of 10,000 to 32,000 L/hr and throw radius of 24 m to 36 m for rapid coverage of large acreages.

         2.Multi-Tier Institutional Governance Structure-

⇒ National Level- The National Stewardship Council (NSC) provides apex macro-policy guidelines, planning, and strategic direction.

  1. State Level (Two-Tier Structure)-

a.    State Level Sanctioning Committee (SLSC)- Chaired by the Chief Secretary to approve Annual Action Plans.

b.    Inter-Departmental Working Group (IDWG)- Coordinates inter-sectoral convergence across Agriculture, Horticulture, and Water Resources departments.

  1. District Level- The District Level Implementation Committee (DLIC) oversees field execution, vendor verification, and grassroots coordination.

 Quantified Impact & Case Evidence

  1. NITI Aayog Evaluation (2020–21)-

a.    Water-Use Efficiency- Improved by 30% to 70% across various agro-climatic zones.

b.    Farmer Income Gains- Reported net household income enhancement between 10% and 69%.

  1. Economic Survey 2020–21 Quantified Findings-

a.    Water Savings- 20% to 48% reduction in water usage.

b.    Fertilizer Savings (Fertigation)- 11% to 19% reduction in chemical fertilizer application.

c.    Energy Savings- 10% to 17% cut in electricity/fuel consumption for pumps.

d.    Labour Cost Reductions- 30% to 40% savings in farm operational labor.

e.    Crop Yield Enhancements- Overall crop yield increased by 20% to 38%.

  1. Field Evidence (Palnadu, Andhra Pradesh)- Transitioning a 2-acre acid lime orchard from flood irrigation to drip fertigation increased yield from 90 to 105 quintals/acre, reduced cultivation costs from ₹3.0 lakh to ₹2.4 lakh, and boosted net income from ₹1.5 lakh to ₹2.85 lakh.
