Genesis, Core Objectives & Decade-1 Macro Achievements (2016–2026)
- Launch & Strategic Premise- The Regional Connectivity Scheme (RCS) – UDAN (Ude Desh ka Aam Nagrik) was launched on October 21, 2016, under the National Civil Aviation Policy to make air travel affordable for citizens while keeping regional routes economically viable.
- Explosive National Aviation Growth- Powered largely by the regional connectivity push, India has emerged as the world's third-largest domestic aviation market, with total operational airports expanding from 74 in 2014 to 166 by 2026.
- Operational Route Footprint- Over its first decade, the scheme successfully operationalized 687 regional routes connecting previously unserved and underserved remote locations.
- Aerodrome Infrastructure Expansion- A cumulative 95 aerodromes were brought into operation, encompassing 76 airports, 17 heliports, and 2 water aerodromes.
- Passenger & Flight Scale- Facilitated affordable air mobility for 1.72 crore passengers across more than 3.68 lakh operated regional flights.
- Viability Gap Funding Support- Market-based bidding, airfare caps, and financial incentives drove strong airline participation, supported by ₹5,091.23 crore disbursed as Viability Gap Funding (VGF) up to October 15, 2026.
North-Eastern Integration & Regional Accessibility Challenges
- Overcoming Severe Topography- The difficult hilly terrain and physical isolation of North-Eastern States historically left remote border communities unconnected, making regional air links a vital national priority.
- Operationalizing Priority Corridors- Under the regional connectivity framework, 90 priority RCS routeswere successfully operationalized across the North-Eastern States.
- Identifier Infrastructure Expansion- 52 aerodromes, including specialized heliports and water aerodromes, were identified across the region, with 12 fully operationalized.
- Emergency Medical Access- Improved air connectivity has drastically reduced transit isolation for remote populations, facilitating rapid emergency medical evacuations during health crises.
- Perishable Agricultural Logistics- Enables high-value, perishable agricultural exports from remote frontier districts such as ginger, cardamom, and organic produce to reach mainland metropolitan markets.
- Strengthening Strategic Border Access- Enhances civilian and administrative mobility across sensitive international border sectors, reinforcing national integration and regional security.

Transition to the Next Phase- Modified UDAN / Viksit UDAN (2026–2036)
- Policy Rollout & Outlay- Formally launched on July 4, 2026, the 10-year framework (Viksit UDAN / FY 2026–27 to 2035–36) carries an unprecedented budgetary allocation of ₹28,840 crore.
- Core Strategic Focus- Shifts priority from rapid initial route creation toward sustainable infrastructure maintenance, long-term airline viability, and regional economic integration.
- Aerodrome Capital Expenditure (CAPEX)- Allocates ₹12,159 crore over eight years to develop 100 airports from existing unserved airstrips (~₹100 crore per airport).
- Operation & Maintenance (O&M) Support- Commits ₹2,577 crore to provide 3 years of recurring O&M financial support for 441 smaller aerodromes, ensuring financial sustainability.
- Modern Helipad Network- Proposes an outlay of ₹3,661 crore over eight years to build 200 modern helipads (₹15 crore each) in hilly, island, and aspirational districts.
- Atmanirbhar Aerospace Capacity- Allocates ₹400 crore to procure indigenous aircraft specifically 2 HAL Dhruv helicopters (for Pawan Hans) and 2 HAL Dornier aircraft (for Alliance Air) to advance domestic aerospace manufacturing.
Governance Innovations- Centre-State Coordination & Challenge Mode
- Inter-Governmental Partnerships- Established formal coordination frameworks through 21 MoUs signed between the Central Government, participating States/UTs, and the Airports Authority of India (AAI).
- Challenge Mode Portal for Aerodrome Development- Introduced a dedicated digital portal enabling State and UT administrations to actively nominate, prioritize, and co-develop local airstrips and helipads based on regional demand.
- Decentralized Infrastructure Planning- Aligns aviation asset creation directly with local economic priorities, state tourism circuits, and industrial corridor expansions.
- Targeted VGF Allocation- Sets aside ₹10,043 crore over 10 years to support airline operators, featuring tapered support from year 3 and route exclusivity capped at three years.
- Fostering Regional Airline Ecosystems- Encourages small and medium regional carriers to operate diverse fleet types, laying a resilient commercial foundation for Tier-2 and Tier-3 city connectivity.
- Employment Multiplier & Skill Development- Total sectoral employment expanded from 3 million in 2014 to 7.7 million in 2026, with projections reaching 25 million by 2040.
Socio-Economic Transformation- Regional Case Studies
- Purnea Airport (Bihar)- Transformed agricultural logistics for the Seemanchal and Kosi regions (makhana, litchi) by providing a 2.8 km runway capable of handling A320/B737 aircraft, cutting travel time to Kolkata to 2 hours.
- Tezu Airport (Arunachal Pradesh)- Connected over 2 lakh remote residents near the China border, slashing travel time to Guwahati to 1 hour and enabling air cargo exports of local horticultural produce.
- Deoghar Airport (Jharkhand)- Reduced Delhi transit time to 2 hours, flying over 10+ lakh pilgrims annually (50+ lakh during Kanwar Yatra), boosting medical tourism to AIIMS Deoghar and spurring 30+ new hotels.
- Kishangarh Airport (Rajasthan)- Enabled direct air cargo exports of local marble to Italy, UAE, and USA, while hosting the Avyanna Aviation Academy (Category 'A' Flying Training Organisation) and boosting real estate values by 40–50%.
- Kishangarh & Regional Tourism Circuits- Streamlined religious and cultural tourism flows by linking major heritage and pilgrimage destinations directly to national trunk aviation hubs.
- Integration with Viksit Bharat@2047- Ground-level case studies demonstrate how regional airports act as economic catalysts, driving localized trade, hospitality investments, and balanced national growth.
