Rural Self Employment Training Institutes (RSETIs) (UPSC/RAS/PSI)

  • Nodal Ministry- Ministry of Rural Development (MoRD) (Sub-scheme under Deendayal Antyodaya Yojana - National Rural Livelihoods Mission / DAY-NRLM).
  • RSETIs are district-level, short-term residential training institutions designed to identify, train, and handhold rural youth especially from poor/BPL households to build self-employment micro-enterprises.

The Tripartite Partnership- Operates on a three-way collaborative framework-

  1. Ministry of Rural Development (MoRD)- Provides one-time infrastructure grant-in-aid (up to ₹1 crore for building construction) and reimburses training costs for rural poor candidates.
  2. Sponsor Banks (Lead Banks)- Manage and run the RSETI in their lead districts, providing operational management, land allocation assistance, and credit linkage.
  3. State Governments- Provide free land for permanent building construction and coordinate via State Rural Livelihood Missions (SRLMs).

 

  1. Target Beneficiaries- Unemployed rural youth aged 18 to 50 years possessing an aptitude for self-employment. Mandatory SOPs dictate that at least 70% of trainees must belong to rural poor / BPL categories.
  2. Curriculum Alignment- Offers 73 NSQF-aligned / NCVET-approved courses categorized across four primary domain areas-
  3. Agricultural EDPs- Dairy farming, vermicomposting, poultry, horticulture, and organic farming.
  4. Product EDPs- Tailoring, dress designing, handicraft production, and food processing.
  5. Process/Services EDPs- Mobile repair, electrical motor rewinding, computer applications, and beauty culture.
  6. General EDPs- Business management and financial literacy training.
  7. Mandatory Post-Training Support- Unlike conventional skill programs that end at certification, RSETIs mandate 2 years of continuous handholding and monitoring via field visits and a dedicated Management Information System (MIS) to ensure enterprise survival.

Governance and Monitoring Structure-

  • The scheme operates through a tiered supervisory framework to maintain standard operating procedures (SOPs)-
  • National Level Advisory Committee on RSETIs (NLACR)- Chaired by the Secretary, MoRD; meets bi-annually to provide policy oversight.
  • National Centre for Excellence of RSETIs (NACER)- An apex body under the aegis of MoRD that conducts quality audits, trainer certifications, and monitoring through State Directors of RSETI (SDRs).
  • State Level Steering Committee on RSETIs (SLSCR)- Chaired by the Principal Secretary (Rural Development) of the respective state.
  • District Level RSETI Advisory Committee (DLRAC)- Chaired by the District Collector/District Magistrate to review local training outcomes, land sanctions, and credit disbursements.
  • Performance Milestones & Strategic Impact
  • National Network Expansion- As of 2026, 632 RSETIs are operational across 619 districts in 33 States/UTs, sponsored by 25 commercial banks and Regional Rural Banks (RRBs).
  • Candidates Trained- Over 60.63 lakh youth (achieving 99.7% of the national target).
  • Settlement Rate- Over 43.89 lakh candidates (72.4%) have established sustainable micro-enterprises or secured employment (surpassing the mandatory 70% institutional settlement benchmark).
  • Credit Linkage- Facilitated formal bank financing for over 22.52 lakh beneficiaries.
  • Statutory Credit Facilitation- Certificates awarded by RSETIs are officially recognized by all commercial and regional rural banks for extending collateral-free micro-credit (e.g., under MUDRA loans or DAY-NRLM bank linkages).
  • Market Integration- Trainees receive exhibition avenues at regional SARAS Melas to sell indigenous artisan goods, handicraft items, and processed foods directly to retail markets.

Strategic Significance -

  1. Demographic Dividend Mobilization- Converts rural underemployment and unpaid casual labor into formal entrepreneurship.
  2. Financial Inclusion Engine- Bridges the gap between rural credit delivery and micro-enterprise creation by pairing credit guarantees with hands-on business skill development.
  3. Women Empowerment- Women account for a significant share of RSETI trainees, directly complementing Self-Help Group (SHG) federations under DAY-NRLM.
