- Surge in Capital Modernization- Capital expenditure grew from ₹94,587.95 crore (2014–15) to ₹2.19 lakh crore (2026–27), facilitating hardware acquisitions and force modernization.
- Record Indigenous Production- Total domestic defence output touched an all-time high of ₹1.78 lakh crore in FY 2025–26 (growing 15.6% YoY from ₹1,54,071 crore in FY 2024–25 and up from ₹46,429 crore in 2014–15).
- Expansion in Defence Exports- Military exports surged from ₹686 crore in 2013–14 to ₹38,424 crore in FY 2025–26, marking a growth of over 5,500% with supplies reaching 80+ countries.
- Public vs. Private Sector Production Share- Defence PSUs accounted for 76% of total domestic production, while private industry expanded its footprint to 24%.
- Private Sector Export Footprint- Private enterprises contributed ₹17,353 crore (45.16%) of total defence exports in FY 2025–26, while DPSUs accounted for ₹21,071 crore (54.84%).
- Target 2029 Strategic Vision- The Government has set a statutory target to achieve ₹3 lakh crore in annual defence production and ₹50,000 crore in defence exports by 2029.

Procurement Frameworks & Regulatory Modernization-
- Defence Acquisition Council (DAC) Allocations- The apex acquisition body has accorded Acceptance of Necessity (AoN) for over ₹6 lakh crore of DRDO-designed, domestic industry-manufactured weapon systems.
- Major Aircraft & Rotorcraft Clearances- Approved high-value procurements including 97 LCA Tejas Mk-1A fighter aircraft (₹62,000 crore) and 156 LCH Prachand attack helicopters (₹62,700 crore).
- Evolution of Acquisition Procedures- Streamlined from DPP 2016 to DAP 2020, establishing enhanced indigenous content categories and institutionalizing domestic R&D.
- Draft Defence Acquisition Procedure (DAP) 2026- Proposes simplified acquisition tiers, stronger design-and-development backing, and mandatory indigenous content (IC) thresholds of up to 60%.
- Defence Procurement Manual (DPM) 2025- Streamlined ~₹1 lakh crore in annual revenue procurement, establishing fast-track approvals, relaxed penalties for indigenous projects, and long-term order assurances.
- Ease of Doing Business & Licensing Reforms- Extended industrial license validity from 7 (+3) years to 15 (+3, up to 18) years, granted lifetime validity under the Arms Act, and revamped the Defence Exim Portal.
- Liberalized Foreign Direct Investment (FDI)- Raised the FDI cap to 74% via the Automatic Route and up to 100% via the Government Route, attracting ₹6,670.59 crore in cumulative inflows by March 2026.
Technology Innovation, R&D Ecosystem & Startups-
- Doubling of Defence R&D Allocation- The R&D budget increased by over 112%, rising from ₹13,716.14 crore in 2014–15 to ₹29,100.25 crore in 2026–27.
- 25% R&D Ring-Fencing- Since FY 2022–23, 25% of the defence R&D budget has been opened to private industry, startups, and academia.
- Innovations for Defence Excellence (iDEX)- Supported by a ₹498.78 crore outlay, engaging 676 startups and MSMEs, resulting in 551 design-and-development contracts (as of March 2026).
- ADITI Scheme (Acing Development of Innovative Technologies)- Approved with a ₹750 crore outlay (2023–24 to 2025–26) via the Defence Innovation Organisation (DIO) to fund critical deep-tech projects.
- Technology Development Fund (TDF)- DRDO scheme providing development grants up to ₹50 croreper project, currently executing 80 projects (₹334 crore) with an additional ₹500 crore corpus sanctioned for emerging technologies.
- DRDO Technology Transfer & IPR Access- Partnered with 134 companies under the Development cum Production Partner (DcPP) framework, signing 2,180 Transfer of Technology (ToT) agreements and opening 2,780+ IPRs/patents for free industry use.
- Defence Testing Portal (DTP)- Provides domestic industry and startups with paid, seamless access to testing infrastructure across 24 specialized DRDO laboratories.
Industrial Corridors & Positive Indigenization Lists-
- Positive Indigenisation Lists (PILs)- Notified 10 Positive Indigenisation Lists (5 by Department of Military Affairs and 5 by Department of Defence Production) covering 5,521 military items/componentsrestricted from imports.
- SRIJAN / DEEP Digital Repository- The Defence Equipment Empowerment Platform has cataloged over 41,000 vendors and 2.7 lakh products for import substitution sourcing.
- Uttar Pradesh Defence Industrial Corridor (UPDIC)- Attracted ₹42,057 crore in investment commitments with ₹4,409 crore grounded across nodes like Lucknow, Kanpur, and Aligarh (as of April 2026).
- Tamil Nadu Defence Industrial Corridor (TNDIC)- Realized ₹6,446 crore in investments against ₹32,699 crore in total commitments across Chennai, Coimbatore, and Hosur nodes.
- BrahMos Missile Integration Facility- Operationalized the dedicated BrahMos Integration and Testing Facility in Lucknow to mass-produce cruise missiles.
- Ammunition Self-Reliance- The Indian Army achieved ~91% self-sufficiency by indigenizing 159 out of 175 ammunition variants in its operational inventory.
Strategic Strike & Multi-Domain Combat Achievements (2025–26)-
- Strategic Ballistic Deterrence- Successfully flight-tested the Agni-4 (IRBM) and Agni-5 (Long-Range Ballistic Missile), operationalizing road-mobile canisterized capabilities.
- Indigenous Precision-Guided Munitions- Validated the TARA Glide Weapon and the RudraM-II air-to-surface anti-radiation missile against designated ground targets.
- Multi-Layered Air Defence Ecosystem- Advanced the Project Kusha (Long-Range Air Defence Missile), the VSHORADS (Very Short-Range Air Defence System), and directed-energy laser counter-drone weapons.
- Hypersonic Propulsion Breakthrough- Conducted a 12-minute ground test of an actively cooled scramjet combustor, advancing indigenous hypersonic cruise missile capabilities.
- Naval Surface & Sub-Surface Commissioning- Commissioned 12 major vessels including INS Surat(Destroyer), INS Nilgiri (Frigate), INS Vaghsheer (Scorpene Submarine), INS Mahendragiri (>75% indigenous content), and INS Dunagiri/Sanshodhak/Agray (Sandhayak-class survey ships).
- Next-Gen Maritime Patrol & Anti-Ship Systems- Launched SHACHI (first of 11 Next Generation Offshore Patrol Vessels) and tested the Naval Anti-Ship Missile–Medium Range (NASM-MR) alongside multi-layered Ballistic Missile Defence (BMD) shields.
Strategic Significance
- Overcoming the "Buyer's Trap"- Eliminates decades of critical supply bottlenecks, end-user licensing restrictions, and foreign component dependencies during active conflict scenarios.
- Economic Multiplier Effect- High domestic capital procurement (75%reserved for domestic vendors) creates high-skilled jobs, drives MSME integration, and spurs deep-tech patent generation.
