Context : The 42nd meeting of National Capital Region Planning Board (NCRPB) was held on 16 june 2026 in New Delhi. The Board discussed the Regional Plan 2041 in great detail and took major decisions.
About NCRPB: Statutory body operating under the Union Ministry of Housing and Urban Affairs (MoHUA), Government of India.
Chaired by: Hon’ble Shri Manohar Lal, Union Minister for Housing & Urban Affairs
Rajasthan’s Representation: The state was represented by Shri Jhabar Singh Kharra, the Hon’ble Minister for Urban Development, Rajasthan
Regional Plan-2041 : It was prepared in December 2021. This aims to build sustainable infrastructure to absorb these 70 million additional residents in NCR .
NCR Region: it was created under the NCRPB Act, 1985 based on authorization of the Parliament by all the four States/UTs. The NCR includes NCT-Delhi, 14 districts of Haryana, 8 districts of Uttar Pradesh, 2 districts of Rajasthan(ALWAR, BHARATPUR)

Vision of RP 2041 : To provide a long term plan for the development of the Future Ready National Capital Region of new vibrant India, the rising global super power, with citizen centric infrastructure which is harmonious, environment friendly, smart-digital technology driven towards building an economically prosperous region, in tune with attainment of SDGs.
NCRPB’s decisions:

to retain the existing geographical extent of the NCR, with no changes to its current area.

The Board decided to incentivise state governments to increase green cover with use of innovative instruments like green canopy credits and non-financial tools like transferable and saleable Special Development Rights.

Four semi-greenfield cities are proposed to be developed as mixed-use TOD at selected existing and proposed stations on the Namo Bharat (RRTS) lines.

Program for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air-Pollution and Network Emission (PARIVARTAN) scheme to phase out old commercial trucks and buses (BS-IV or older) and replace them with BS-VI, CNG, or Electric Vehicles.
