Extension of Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III)

  • The Union Cabinet has approved the continuation of the Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) until March 2028, extending it beyond the period ending in March 2025.
  • The primary focus of this scheme is to connect rural habitations with the following key centers:
    • Rural Agricultural Markets
    • Senior Secondary Schools
    • Hospitals
  • Revised Financial Outlay: ₹83,977 Crore.
  • Other Key Decisions Approved by the Cabinet:
  1. Extension of Timeline: A deadline of March 2028 has been set for works in plain areas, while March 2029 has been allotted for bridge construction works in hilly regions, taking into account the challenging geographical conditions.
  2. Accelerating Pending Works: Works approved prior to March 31, 2025- for which allocations were still pending- have now been permitted to be included in the tendering process.
  3. New Construction: Approval has been granted for the construction of 161 new long-span bridges on previously approved routes, at a cost of ₹961 Crore.

Various Phases of the Pradhan Mantri Gram Sadak Yojana (PM-GSY)

  • Launched: December 25, 2000
  • Nodal Ministry: The Ministry of Rural Development
  • Type: Centrally Sponsored Scheme
  • Phase-I (2000): To provide all-weather road connectivity to eligible unconnected habitations in rural areas.
  • Phase-II (2013): Phase II focused on strengthening the existing rural road network.
    • This phase prioritized the modernization of select rural roads that facilitated economic activities and played a crucial role in connecting rural markets and growth centers.
  • Phase-III (2019)
  • Phase-IV (2024)
    • Implementation Period: From Financial Year 2024-25 to 2028-29.
    • Objective: To connect habitations- which currently lack connectivity- with 62,500 kilometers of all-weather roads.
      • This includes the construction and modernization of essential bridges alongside the roads.
      • To provide all-weather road connectivity to 25,000 unconnected habitations.
    • Total Outlay: ₹70,125 Crore (Centre: ₹49,087.50 Crore; States: ₹21,037.50 Crore)
    • Connectivity Standards (Based on 2011 Census):
      • Plain Areas: Habitations with a population of 500+.
      • North-Eastern and Hilly States/Union Territories: Habitations with a population of 250+.
      • Special Category Areas (Tribal [Schedule V] Areas / Aspirational Districts / Blocks / Desert Areas): Specific eligibility norms apply.
      • Left-Wing Extremism (LWE) Affected Districts: Habitations with a population of 100+.
